STOLEN VEHICLE

Around 4:25 p.m., Jan. 12, Warwick Police were notified of a flock hit from dispatch for a stolen vehicle that was heading north on Post Road near Route 37. The vehicle was described as a white U-Haul van with Arizona plates, reported stolen by the Pawtucket police Department on Jan. 8.

Police spotted the vehicle on Post Road near Atlantic Avenue. They conducted a traffic stop with multiple units assisting. Police found three occupants inside the vehicle. They were detained in handcuffs pending investigation at the scene.

The driver of the vehicle was identified as Michael A. Martinez, 32, of 924 Lilac Lane, Dover, New Hampshire. Police read him his rights.

“Martinize indicated that he did not know who the vehicle was rightfully rented to, and that his friends … told him to drive the vehicle,” according to the arrest report. “Martinez indicated that the three were on their way to Pawtucket after leaving the casino in Connecticut.”

The two other occupants (two men) were released from the scene with no charges. Police said they found no items of value in the van.

Martinez was charged with one count of Driving without Consent of Owner. The van was towed from the scene and Martinez was transported to Warwick Police Headquarters, where he was processed without incident.

DUI

Around 11:24 p.m., Jan. 9, Warwick Police responded to 11 Veterans Memorial Drive to assist another officer with a motor vehicle stop. Police identified the driver as Kevin Doniel Vargas Vargas, 24, of 92 Barrows St., Apt. 1, Providence.

Vargas told police he “had just come from playing soccer in North Kingstown” and was on his way home. Police said his eyes were “mildly bloodshot” and they smelled alcohol on his breath.

Vargas allegedly told police that he had three Heinekens (beers) before the game.

Police asked Vargas to consent to a series of standardized field sobriety tests. Following the tests, Vargas was arrested and charged with DUI (BAC unknown, first offense). He also received citations for Driving with Expired License or Without License (first offense), and Refusal to Submit to Chemical Test (first offense).

DUI

Around 11:58 p.m., Jan. 11, Warwick Police Officer Kevin P. Grant Jr. was on routine patrol, traveling south on Post Road, near Coronado Road, when he spotted a white pickup truck traveling north, allegedly “straddling the white segmented line without its lights activated,” according to the arrest report.

Grant pulled a U-turn to follow the truck.

“I observed the suspect vehicle to nearly collide with a vehicle that was in the right lane,” Grant wrote. “Upon reaching the intersection of Post Road and Airport Road, the suspect vehicle failed to come to a complete stop at the red traffic control signal.”

Grant initiated a traffic stop after the pick-up took a left onto Hallene Road.

“Upon exiting my patrol vehicle, I observed a green IPA can of beer on the rear bumper of the suspect vehicle,” Grant wrote. He identified the driver as Michael P. Harper, 43, of 236 Summer St., Rehoboth, Massachusetts.

Police said they smelled alcohol on the driver, his eyes were bloodshot and watery, his face was red and his speech was slurred.

Police asked Harper to consent to a series of standardized field sobriety tests. Following the tests, he was arrested and charged with DUI (BAC unknown, first offense). He also received citations for Refusal to Submit to a Preliminary Breath Test, Refusal to Submit to Chemical Test (first offense), Laned Roadway Violations, and Obedience to Traffic Control Devices.

He was released to the custody of a sober adult.

DUI

Around 1:18 a.m., Jan. 12, Warwick Police officer Ryan E. Riecke, was at fixed post near the entrance to Motel 6 on Jefferson Boulevard when he spotted a white 2015 Kia Optima with “extremely heavy tint on the vehicle, to the point I could not physically see the operator,” according to the arrest report.

“I observed the operator for some time just sitting in the parking lot,” Riecke wrote. “The operator never went into Dunkin Donuts or exited the vehicle at any point. I then observed the vehicle back up and drive into the back-right corner of the parking lot. In the woods near this location is a very common place for drug activity.”

Riecke watched the driver exit the vehicle and stand outside, while talking on his cell phone. He made contact with the driver “due to the tint on the vehicle, and suspicion of possible drug activity.”

Police identified the driver as Martin Osorio, 45, of 2 Lowell St., Apt. 2, Cranston.

“When I walked up to Martin he was activity (sic) urinating just out in the open corner of the parking lot,” Riecke wrote in the report. “Martin appeared to barely be able to stand while urinating and was swaying dramatically.”

Riecke spotted an empty Corona beer bottle and a half empty open Corona beer bottle in the vehicle’s center console. He told police he was at Foxwoods Casino, and prior to leaving, “drank four beers and a shot of alcohol.”

Police asked Osorio to consent to a series of standardized field sobriety tests. Following the tests, he was also asked to consent to a chemical breath test. He consented. Police said he took the test twice; registering a 0.125 and 0.121 BAC (blood alcohol content). He was arrested and charged with DUI (BAC 0.10 to 0.15, first offense). He also received citations for Owner of M/V with Unlawful Sunscreen Material and Presence of Alcoholic Beverages.

He was released to the custody of a sober adult.
