Police Log - 03/19/20

DUI

Shortly after 1:35 a.m. on March 8, Officer Oliver Pinheiro was assisting another officer with a motor vehicle stop in the area of 320 Warwick Ave. when he observed a white, four-door Chrysler traveling south at a high rate of speed.

Pinheiro followed the vehicle and observed it cross over lane lines and make lane changes without utilizing its turn signal. He reportedly clocked the vehicle at 72 mph in a 35 mph zone.

Pinheiro initiated a motor vehicle stop in the area of Iroquois Drive and made contact with the male operator, who is said to have slurred his speech and exhibited “severely bloodshot, watery eyes.” The officer additionally reports detecting the odor of alcohol on the man’s breath.

The man is said to have acknowledged consuming alcohol earlier that night and agreed to undergo field sobriety testing, which he reportedly failed.

He was additionally found through a subsequent records check to have a suspended license and at least two prior convictions for driving with a suspended license.

Juan E. Tavares, 41, 1335 Douglas Ave., Apt. 1, North Providence, was arrested for suspicion of driving under the influence and transported to Warwick Police headquarters for processing. While at headquarters, he is said to have refused a chemical breath test.

Tavares was charged with driving under the influence and driving with a suspended license, third or subsequent offense. He was held overnight as a bail violator. He was additionally cited for refusal to submit to a chemical test, speeding, turn signal required, a laned roadway violation and driving with a canceled registration.

At approximately 8:17 p.m. on March 8, Officer Ryan Shibley was conducting a patrol when he observed a 2008 Toyota Tundra traveling north on Warwick Avenue near its intersection with Airport Road.

Shibley observed the vehicle’s front passenger-side tire strike the curb as it took a left turn onto airport road. He followed the vehicle and observed it repeatedly fail to maintain its lane.

Shibley initiated a motor vehicle stop and made contact with the operator, who is said to have slurred his speech and exhibited bloodshot and watery eyes. The officer additional reports detecting a “strong odor” of alcohol on the man’s breath.

The operator is said to have acknowledged consuming alcohol earlier that evening and refused to undergo field sobriety testing. A subsequent records check revealed he had a suspended license and at least two prior convictions for driving with a suspended license.

Raymond Giard, 50, 561 Putnam Pike, Smithfield, was taken into custody for suspicion of driving under the influence and transported to Warwick Police headquarters for processing. While at headquarters, he is said to have refused a chemical breath test.

Giard was later released into the custody of a sober adult and issued a summons to appear in Third Division District Court on charges of driving under the influence and driving with a suspended license, third or subsequent offense. He was additionally cited for refusal to submit to a chemical test, possession of marijuana, one ounce or less, and a landed roadway violation.

At approximately 1:20 a.m. on March 12, Officer Christopher Cote was stopped at a red light at the intersection of Quaker Lane and Cowesett Road when he observed a 2008 Dodge pickup truck turn left onto Quaker Lane.

“The vehicle took a wide turn and slowly drifted back to the left,” Cote reports. “The vehicle also appear to accelerate and travel at a high rate of speed.”

Cote followed the vehicle and observed it proceed through a red traffic arrow onto Ginsu Way and a red light at the intersection of Quaker Lane and Centerville Road. He caught up to the vehicle on Gauvin Drive and initiated a motor vehicle stop.

Cote reports that the male operator began to get out of the vehicle but reentered it when instructed. The operator is said to have exhibited bloodshot eyes, and the officer detected the odor of alcohol on the man’s breath.

The operator is said to have acknowledged consuming alcohol earlier that night and agreed to undergo field sobriety testing, which he reportedly partially failed before the testing was discontinued due to safety concerns.

Frederick J. Pappagallo, 39, 160 Moosehorn Road, East Greenwich, was arrested for suspicion of driving under the influence and transported to Warwick Police headquarters for processing. While at headquarters, he is said to have refused a chemical breath test.

Pappagallo was charged with driving under the influence and held pending a morning court appearance. He was additionally cited for refusal to submit to a chemical test, driving without insurance and obedience to traffic control signals.

SUSPENDED LICENSE

Shortly before 12:30 p.m. on March 12, Officer Aaron Steere was on East Avenue when he observed a 2008 Honda traveling at a high rate of speed.

Steere followed the vehicle onto Interstate 95 and reports clocking it at 72 mph in a 55 mph zone. He also observed the vehicle making “erratic lane changes” and “causing an unsafe condition.”

Steere initiated a motor vehicle stop and made contact with the operator, who was found through a records check to have a suspended license and multiple previous convictions for driving with a suspended license.

Justin Laurie, 29, 11 Jeffers St., Apt. 1, Pawtucket, was arrested on a charge of driving with a suspended license, third or subsequent offense, and transported to Warwick Police headquarters for processing. He was later released with a summons to appear in Third Division District Court. He was additionally cited for laned roadway violations.

WARRANTS

At approximately 9:42 a.m. on March 14, Sgt. Stephen Major was conducting a patrol on Interstate 95 north when he observed a 2018 Hyundai operating at a high rate of speed. He followed the vehicle and reports clocking it at 80 mph in a 55 mph.

Major initiated a motor vehicle stop and made contact with the operator, who a records check revealed was wanted on two bench warrants issued from Third Division District Court.

Ryan J. Perry, 37, 128 Colvingtown Road, Coventry, was taken into custody on the warrants and transported to Warwick Police headquarters for processing. He was additionally cited for speeding. He was later transported to the Adult Correctional Institutions.
