Warwick Police Log 02/04/21

DUI

Just after 6 p.m. on Jan. 20, officers Evan Brown and Richard Odell responded to the parking lot of Walmart at 650 Bald Hill Road for a report of a possibly intoxicated man attempting to change a tire on a pickup truck. Dispatchers said the truck matched the description of a vehicle that had reportedly struck a curb on Bald Hill Road earlier that evening.

At the scene, Brown and Odell observed a 2016 Dodge Ram with North Carolina registration plates idling in the parking lot. Both of its passenger-side tires were flat, and a man was in the driver’s seat talking on his cell phone.

When the man rolled down the window to speak with officers, “an odor of alcoholic beverage was detected,” Brown reports. The man’s “eyes were bloodshot and watery,” the report continues, and “in plain view in the center console cup holder was an open pint bottle of Jagermeister, with some of the liquid missing.”

Brown’s report indicates the man acknowledged consuming alcohol that night and agreed to undergo field sobriety testing, which he reportedly failed.

Cesar De La Cruz Garcia, 37, 319 Ohio Ave., Apt. 2, Providence, was arrested for suspicion of driving under the influence and transported to Warwick Police headquarters for processing. While at headquarters, he reportedly refused a chemical breath test.

Garcia was later released into the custody of a sober adult with a summons to appear in Third Division District Court on a charge of driving under the influence. He was additionally cited for refusal to submit to a chemical test.

SHOPLIFTING

Shortly before 4:30 p.m. on Jan. 23, Officer Keara Enos responded to the JCPenney store at the Warwick Mall for a report of a shoplifting incident in progress. Dispatch advised the female suspect had fled the store and was running through the parking lot while pushing a stroller.

At the scene, Enos observed an individual matching the description of the suspect running toward Greenwich Avenue. She caught up with and detailed the woman, who was subsequently identified by a loss prevention employee from JCPenney. A child seated in the stroller was placed in the care of the woman’s sister, who Enos reports was also at the scene.

The loss prevention officer told Enos that the suspect had been observed selecting multiple clothing items and concealing them in the stroller. She then exited the store without making any attempt to pay for the items. A dozen items with a combined value of $691 were recovered from the stroller.

Ashly Kowalski, 23, 55 Cowesett Ave., Apt. 53, West Warwick, was arrested on a charge of shoplifting and transported to Warwick Police headquarters for processing. She was later released with a summons to appear in Third Division District Court.

Just after 4:30 p.m. on Jan. 23, Officer Frank Montanaro responded to the Macy’s store at the Warwick Mall for a report of shoplifting. Dispatch then advised that a male suspect was in the custody of asset protection personnel.

At the scene, an asset protection detective told Montanaro the suspect had been observed selecting a pair of shoes and a bottle of cologne at approximately 4 p.m. that day. The suspect then put the shoes on his feet and exited the store while carrying the cologne. He made no attempt to pay for the items as he left the store, and he was immediately met by asset protection personnel and escorted back inside.

Macy’s recovered the stolen merchandise, which included the boots, cologne and a winter hat. The items had a combined value of $317.

Nicholas Lopes, 27, 12 Calumet Ave., Johnston, was arrested on a charge of shoplifting and transported to Warwick Police headquarters for processing. He was later released with a summons to appear in Third Division District Court.

At approximately 2:11 p.m. on Jan. 24, Officer Rahja Laster responded to the Macy’s store at the Warwick Mall for a report of shoplifting. An asset protection detective at the store advised the male suspect had fled the mall, crossed Greenwich Avenue and boarded a bus bound for Cranston.

Laster observed security camera footage of the incident, which showed the suspect selecting a Tommy Hilfiger coat valued at roughly $112, putting it on and exiting the store without making any attempt to pay.

Separately, Officer Brian Holleran identified the bus the suspect had boarded and caught up with it at Oaklawn Avenue and Ralls Drive in Cranston. He boarded the bus and located the suspect, who was taken into custody. Records also showed the suspect was wanted on an active arrest warrant issued from Rhode Island State Police.

Laster then responded to the scene with the Macy’s asset protection detective, who reportedly identified the suspect.

Eric S. Lemire, 31, 117 Silver Spring St., Apt. 2F, Providence, was arrested on charge of shoplifting and shoplifting as a habitual offender. He was transported to Warwick Police headquarters for processing.

LARCENY

At approximately 7 p.m. on Jan. 24, Officer Ben Bratko responded to a Polk Road home for a report of a rear windshield wiper and registration sticker being stolen from a motor vehicle.

At the scene, the reporting party told Bratko that her 2008 Buick SUV had been parked in the home’s driveway since Christmas. When she checked the vehicle earlier that day, she noticed the wiper and sticker were missing.

The matter was documented.

SUSPENDED LICENSE

Shortly after 10 a.m. on Jan. 18, Officer Jacob Elderkin was conducting a fixed traffic post on Warwick Avenue near the Cranston line when he observed a southbound vehicle with Connecticut registration traveling above the speed limit. The officer clocked the vehicle at 65 mph in a 35 mph zone.

Elderkin pursuing the vehicle, which he said “slow rolled for approximately a half mile” despite his cruiser’s lights being activated. The vehicle finally came to a stop near Dryden Boulevard.

The officer then made contact with the operator, who was found through a records check to have a suspended license and two previous convictions for driving with a suspended license.

Xiomara F. Alvarez, 49, 315 Cowesett Ave., Apt. 408, West Warwick, was arrested on a charge of driving with a suspended license, third or subsequent offense, and transported to Warwick Police headquarters for processing. She was later released with a summons to appear in Third Division District Court. She was additionally cited for speeding and operating an unregistered motor vehicle.

Shortly before 11 a.m. on Jan. 21, Officer David Boardman was conducting a stationary speed enforcement detail on Jefferson Boulevard when he observed a southbound vehicle – described as a 2015 Toyota Camry – traveling above the speed limit.

Boardman initiated a motor vehicle stop near Lincoln Avenue and made contact with the operator, who was found through a records check to have a suspended license and at least two previous convictions for driving with a suspended license.

Sterling E. Campbell Hayes, 27, 46 Lancashire St., Providence, was arrested on a charge of driving with a suspended license, third or subsequent offense, and transported to Warwick Police headquarters for processing. He was later released with a summons to appear in Third Division District Court. He was additionally cited for speeding.

WARRANTS

Just after 2 p.m. on Jan. 16, Officer Tyler Luiz was conducting a patrol in a marked cruiser when he observed a 2008 Ford Edge traveling east on West Shore Road. He reports that a check of the vehicle’s registration revealed its owner was wanted on an active bench warrant.

Luiz initiated a motor vehicle stop and made contact with the vehicle’s operator, who was confirmed to be its registered owner.

Meredith Bautista, 46, 173 Locust Glen Drive, Cranston, was taken into custody on the warrant and transported to Warwick Police headquarters for processing. She was later taken to the Adult Correctional Institutions.
